Roskomnadzor plans to increase the number of complexes for blocking websites and monitoring user activities

2025.10.28

Officially, the agency explains this as a fight against DDoS attacks and "filtering malicious traffic"

The main radio frequency center of Roskomnadzor plans to enhance the functionality of the National System for Countering DDoS Attacks within the country. To filter malicious traffic, the center plans an additional layer of protection between operators and private companies, reported "Kommersant".

Oleg Diyansky, head of the cyber threat protection center, spoke about the preparation of the National System for Countering DDoS Attacks (NPSA) for expansion at the "Spectrum-2025" forum in Sochi.

According to the publication, the current 88 technical threat countermeasures (TSPU) filter traffic from abroad, to which RKN wants to add "backbone" TSPUs that will carry out blockages within the country. Diyansky explained the additional measures as necessary to counter DDoS attacks, although they are not strictly required for this purpose. As the project "In Touch" writes, they are necessary for traffic restriction and blocking internet services, as well as for strengthening control over user traffic, particularly their search queries.

Since 2020, communication operators have been required to install technical countermeasures on their networks. In August, thanks to TSPUs, Roskomnadzor restricted calls on WhatsApp* and Telegram.

In July, a law was passed prohibiting the search for extremist materials on the Internet.
