Bloomberg: Europe and Ukraine are preparing a plan to end the war, with 12 points

2025.10.21

The implementation of the plan will be monitored by a peace council chaired by Donald Trump

European countries are working with Ukraine on a plan to end Russia's war on the current front lines, countering new demands from Vladimir Putin to the US to cede territories in exchange for a peace agreement, writes Bloomberg.

According to agency sources, the proposed plan will be overseen by a peace council chaired by US President Donald Trump, similar to the settlement of the Middle East war.

Once Russia follows Ukraine's example and agrees to a ceasefire, both sides commit to cease territorial acquisitions, the proposals include the return of all deported children to Ukraine and a prisoner exchange. Ukraine will receive security guarantees, funds for the restoration of military destruction, and a path to rapid accession to the European Union.

Sanctions against Russia will be gradually lifted, but about $300 billion of frozen Central Bank reserves will be returned to Moscow only after it agrees to contribute to Ukraine's post-war reconstruction. “Restrictions will automatically resume if Russia attacks its neighbor again,” notes the agency.

The document also states that the occupied territories of Ukraine are not legally recognized as belonging to Russia.
