According to the decree of the governor of the Ryazan region, Pavel Malkov, for assisting in attracting CIS citizens to sign a contract with the Ministry of Defense for subsequent deployment to the front, the monetary "reward" will now be 80,460 rubles, and for foreigners from other countries — 574,713 rubles.
Payments for recruiting Russians, foreigners, and stateless persons were introduced in the Ryazan region in August, but at that time, they paid 344.8 thousand rubles for attracting foreigners.
Recruitment can be carried out, among others, by stateless persons, with restrictions only applying to employees of government bodies and law enforcement agencies, as well as organizations authorized to "select candidates for contract military service in the Russian Armed Forces".
Payments for recruiting citizens for the war are also in effect in several other regions of the country, but there is no division between Russians and foreigners there.
A one-time payment in the Ryazan region is 1 million rubles. According to "Mediazona" based on open data, since the beginning of the war in Ukraine, 606 natives of the region have died.
Russia increasingly relies on foreigners in the war against Ukraine. Due to record losses, the Kremlin recruits Cubans, North Koreans, Africans, and migrants from Central Asia. According to information from Forbes citing Ukrainian officials, up to 25 thousand Cubans may soon fight on Russia's side. They will become the largest foreign contingent on the battlefield, surpassing North Korea. They are promised about 2000 dollars a month, which is much higher than their salary at home.
