In Russia, 46 teenagers were recognized as «terrorists» and «extremists» last month, the youngest of them being 14 years old

There are more than two hundred teenagers on the Rosfinmonitoring list, five of them are 14 years old

In September, the agency added 46 minors to the register of «terrorists» and «extremists», noted the human rights project «Rus' Sidyashchaya»*. The youngest person on the list was Yuri Zabrullin from Chelyabinsk, who turned 14 in May. The reasons for his inclusion on the list are unknown.

In the incomplete year of 2025, the number of minors on the Rosfinmonitoring «terrorist» list increased five and a half times: in December of last year, there were 36 teenagers, now — 201. In mid-August, the number of minors was 155, among them was one 14-year-old «terrorist». By the end of September — there were already more than two hundred, with five 14-year-olds on the list.

In total, there are 18,532 people on the Rosfinmonitoring list.

Human rights activists also note a sharp increase in criminal cases against teenagers under articles on terrorism, sabotage, and treason. In the first six months of this year, 42 minors were detained on such charges.
