The head of "Rostec" Sergey Chemezov regularly vacations in Dubai. There, the state manager and several of his closest associates acquired luxurious villas in an elite complex in Dubai, learned "Systems"*. Top managers of the Russian state corporation purchased real estate in the closed community "22 carats" on the artificial island of Palm Jumeirah — one of the most expensive areas of the emirate.
This is a closed complex with its own 200-meter beach, an apart-hotel, and twenty-two luxurious villas in the style of Italian palazzos. Each villa has at least seven bedrooms, a hammam, and a wine cellar with climate control. Outside, all residences are equipped with their own landscaped garden with a pool and surrounded by a live hedge, into which sound-absorbing panels are built.
The "22 carats" complex was completed in December 2018. The owners of the most expensive villas worth almost 30 million dollars with a bath made of solid 10-ton rock crystal or quartz for a million dollars became Sergey Chemezov and his long-time friends — the CEO of "Rosoboronexport" Alexander Mikheev and the head of "Russian Helicopters".
Chemezov, who came under sanctions back in 2014, has been visiting the Emirates annually since 2015, sometimes several times a year, according to data leaks about border crossings. According to a source from the entourage of the head of "Rostec", he spends almost every vacation in Dubai.
Formally, Chemezov's villa is owned by the firm Neve Limited, according to the database of the non-profit organization C4ADS, which disclosed data on real estate in Dubai for 2020 and 2022. It was not possible to find information about Neve, but the villa's card lists the contacts of its representative. According to leaks, they belong to lawyer Natalia Agapova. She and her companion Anton Agafonov must know Chemezov and his family well, as they have repeatedly participated in their business projects.
Kolesov's villa is also registered to a company of trusted persons, and Mikheev recorded the elite real estate in his son's name.
