On July 1, after mass detentions of Azerbaijani diaspora representatives in Yekaterinburg due to a twenty-year-old murder, Shykhlinski was also detained and taken for questioning. He was then released, as reported by the media, with the status of a witness. During the detention, his son Mutvaly was with him, who, according to law enforcement, drove into a SOBR officer.
Two weeks later, Mutvaly Shykhlinski was arrested on charges of using violence against a government representative, and the court sent him to a pre-trial detention center.
On June 27, law enforcement in Yekaterinburg detained «several dozen» Azerbaijanis, and the regional Investigative Committee reported the next day about «stopping the activities of an ethnic criminal group». According to the investigation, all detainees are involved in several murders and assassination attempts in Yekaterinburg in 2001, 2010, and 2011.
As a result of the use of violence during the detention, 60-year-old Azerbaijani citizen Huseyn Safarov and his brother, 55-year-old Ziyaddin Safarov, died. Following this, the Azerbaijani Prosecutor General's Office announced the initiation of a criminal case on charges of murder by a group of persons with particular cruelty by prior conspiracy, abuse of official powers, and the use of torture that led to a person's death.
From this moment, a series of detentions followed in Russia and Azerbaijan as retaliatory measures to each other's actions.
