Reuters: Ukraine proposes to resolve the territorial issue along the line of contact

Reuters published the full text of the peace proposal that Ukraine will present at the talks in Istanbul on June 2. According to the document, the key principles of the Agreement and the negotiation process are a complete and unconditional ceasefire in the air, on land, and at sea for at least 30 days with the possibility of extension, unconditional return of all deported and illegally displaced persons, return of Ukrainian children, exchange of prisoners based on the principle of «all for all» and the release by Russia of all civilians.

Ceasefire control is conducted under the leadership of the United States and with the support of third countries.

At the same time, Ukraine must receive reliable security guarantees from the international community to prevent aggression from Russia from recurring.

As stated in the Ukrainian memorandum, Ukraine is not obliged to be neutral. It can choose membership in the Euro-Atlantic community and move towards joining the EU. Ukraine's membership in NATO depends on the consensus within the Alliance, not the demands of Russia.

There can also be no restrictions on the size, deployment, or other parameters of the Armed Forces of Ukraine, as well as on the deployment of troops from friendly foreign states on the territory of Ukraine.

Territories annexed to Russia since February 2014 should not be recognized by the world community. The starting point for negotiations is the line of contact. Territorial issues are discussed only after a complete and unconditional ceasefire.

Ukraine allows for the lifting of some sanctions from Russia, but only gradually, with a mechanism for re-imposing sanctions if necessary. Frozen sovereign assets of Russia are used for recovery or remain frozen until reparations are paid.

Continuation of negotiations is envisaged if they focus on a complete and unconditional ceasefire, confidence-building measures (exchange of prisoners and return of children), preparation and agreement of the agenda and structure of future leader negotiations on key topics. Negotiations will also be held with the participation of the US and Europe.
