In the Samara region, deputies required large businesses to employ participants of the war with Ukraine

One out of every hundred employees must be a participant in the war

Starting from September 1, 2025, all companies in the Samara region with more than 100 employees will be required to allocate 1% of jobs to participants of the war with Ukraine, according to the law passed by the Samara Regional Duma on May 22.

As reported by «7x7», the quota was initiated by the governor of the Samara region, Vyacheslav Fedorishchev, and the regional prosecutor, Sergey Berizhitsky. According to the authorities' estimates, the law will provide jobs for more than 5,000 military personnel returning from Ukraine.

The first quota for war participants was introduced in the Moscow region in April 2024, but less than 300 people used it within a year. After that, the Moscow Regional Duma changed the conditions: instead of 1% of positions at each enterprise with more than 100 employees, they introduced a format with one position per company with more than 200 employees.

In February 2025, the deputy of the Ryazan Regional Duma, Alexander Starikov, proposed introducing quotas for war participants. The bill was rejected for some «regulatory reasons», but the regional authorities promised to develop a similar initiative themselves.

Since February, contractors who signed up for military service in the Samara region have been receiving a record regional payment of 3.6 million rubles.
