Human rights activist Yan Rachinsky, according to the Ministry of Justice, 'spread false information' about the actions of the authorities, opposed the war in Ukraine, interacted with 'foreign agents' and 'undesirable' organizations.

Lawyer Igor Slabykh, in addition to his anti-war stance and cooperation with 'undesirable' organizations in Russia, interacts with foreign organizations, which the agency considers sufficient for the status of 'foreign agent'. In his Telegram channel, Slabykh thanked the Ministry of Justice for the 'trust shown', urged everyone to support the Armed Forces of Ukraine, and announced another fundraiser for anti-drone protection for the 110th Territorial Defense Brigade of the Armed Forces of Ukraine.

Historian Yuri Pivovarov and writer Andrey Korolev, in addition to standard claims, were accused of 'forming a negative image of the Armed Forces of the Russian Federation'. Poet Alexander Smirnov was charged with participating in fundraising for the Armed Forces of Ukraine. Actor and bard Alexey Sukhanov was accused of collaborating with a foreign organization and 'speaking negatively about citizens of the Russian Federation'.

The only person who was included in the list not for speaking out against the war, but solely for 'false information' about the Russian authorities and cooperation with 'foreign agents' and 'undesirable' organizations, is the former secretary of the Coordinating Council of the opposition Dmitry Nekrasov.

The unified registry of 'foreign agents' has been maintained since December 1, 2022, and includes individuals, registered and unregistered non-commercial and non-governmental organizations. 'Foreign agents' are required to publish texts and messages with a notification that they are produced by a 'foreign agent'. Fines are imposed for evading the duties of a 'foreign agent', and repeated violations of the law lead to criminal liability. By the end of 2024, 170 people received two fines under the administrative article on violating the order of activity of a 'foreign agent'.

The State Duma passed a law prohibiting advertising placement with 'foreign agents', and 'foreign agents' themselves are prohibited from participating in elections. Also, all income of 'foreign agents' in Russia, including the sale and rental of real estate, will be deposited into a special ruble account, which can only be accessed after the status of 'foreign agent' is removed.
