Researcher of the Russian Orthodox Church, religious scholar, and journalist Ksenia Luchenko, according to the Ministry of Justice, 'spread false information about the decisions made by the public authorities of the Russian Federation and their policies', 'created a negative image' of the Russian army, and opposed the war in Ukraine. She was also accused of collaborating with 'foreign agents' and 'undesirable' organizations and interacting with foreign organizations.

However, despite Komin's opposition to the war in Ukraine, 'creating a negative image' of the Russian army was not listed as a reason for his foreign agent status.

Human rights activist Lutife Zudieva was included in the registry solely for 'false information' about the Russian authorities and interaction with 'foreign agents'. The Ministry of Justice did not mention her anti-war stance but accused her of 'support from foreign sources'.

The international public organization 'Independent Association of Doctors', as the agency writes, spread 'false information' about events in Russia, interacted with 'foreign agents', and opposed the war in Ukraine.

The socio-political movement 'European Petersburg', among other things, 'created a negative image' of the Russian army. The founders of the movement include 'foreign agents'. 'Foreign agents' were also among the organizers of the 'Zemsky Congress', which 'discredited' Russian authorities and opposed the war in Ukraine.

The unified registry of 'foreign agents' has been maintained since December 1, 2022, and includes individuals, registered and unregistered non-profit and non-governmental organizations. 'Foreign agents' are required to publish texts and messages with a notification that they are produced by a 'foreign agent'. Fines are imposed for evading the duties of a 'foreign agent', and repeated violations of the law result in criminal liability. By the end of 2024, 170 people received two fines each under the administrative article on violations of the 'foreign agent' activity order.

The State Duma passed a law prohibiting the placement of advertisements with 'foreign agents', and 'foreign agents' themselves were banned from participating in elections. Also, all income of 'foreign agents' in Russia, including the sale and rental of real estate, will be deposited into a special ruble account, which can only be accessed after the 'foreign agent' status is removed.
