Ukraine's Peace Plan: Complete Ceasefire, Exchange of All Prisoners, Return of All Deported Children, Security Guarantees Similar to NATO's Article Five

The agency Reuters reviewed the text of proposals for ending Russia's war in Ukraine, which were handed over to the American side on Wednesday by Ukrainian and European officials during talks in London.

​According to this document, the parties must commit to a complete and unconditional ceasefire in the air, on land, and at sea.

​Both sides immediately begin negotiations on the implementation of the peace agreement plan with the participation of the USA and European countries. This occurs in parallel with the preparation of conditions for concluding a full-fledged peace agreement. The plan provides for monitoring the ceasefire under the leadership of the USA and with the support of third countries.

​Russia must unconditionally return all deported and illegally displaced Ukrainian children. Exchange of all prisoners of war (the principle of "all for all"). Ukraine also demands the release of all civilian prisoners.

​An important point of the document is security guarantees for Ukraine: the country must receive reliable security guarantees, including from the USA (an agreement similar to NATO's Article Five), as there is currently no consensus among allies regarding Ukraine's membership in NATO. The guarantor states will represent a special group of European countries and willing third countries. At the same time, there should be no restrictions on the presence, armament, and operations of friendly foreign forces on the territory of Ukraine.

​Ukraine categorically opposes the reduction of its army and the introduction of any restrictions for Ukrainian defense forces.

​The document emphasizes that territorial issues will be discussed and resolved only after a complete and unconditional ceasefire. At the same time, Ukraine regains control over the Zaporizhzhia nuclear power plant with the participation of the USA, as well as over the Kakhovka dam, and also receives unhindered passage along the Dnieper.

​The proposals of the Ukrainian side also include the implementation of an agreement with the USA on economic cooperation and mineral extraction. Ukraine will be fully restored and receive financial compensation, including through Russian sovereign assets, which will be frozen until Russia compensates Ukraine for the damage.

​US sanctions imposed against Russia since 2014 may be gradually eased, but only after achieving sustainable peace, and reinstated in case of violation of the peace agreement.
