One of the deputies of the Kalar District Council, Mikhail Nosik, has been performing his duties remotely for four years, living in the Ukrainian city of Dnipro, as the correspondent of ZAB.RU learned from a copy of the protocol of the Ethics Commission meeting of the Council of Deputies.

According to this document, he moved to Ukraine back in 2021 and has been living in Dnipro since then. From there, Nosik remotely participated and participates in Council meetings via video communication using one of the messengers and votes on decision-making.

In January 2025, the prosecutor's office prepared a presentation on the status of the municipal deputy. At the end of March, council representatives contacted Nosik via video call, after which he explained what happened.

Mikhail Nosik explained that he has relatives living in Dnipro, and he himself is undergoing treatment for an oncological disease. Also, according to him, he does not receive a salary. He lives on a pension of 27 thousand rubles, which, due to the impossibility of transfer, he has to convert into bitcoins, and then into hryvnias, losing up to 30% in the process, writes ZAB.RU.

As a result, the Commission decided to initiate the procedure for the early termination of Mikhail Nosik's powers due to the impossibility of fulfilling his duties and the impossibility of personal reception of voters.

However, according to the «Base», the majority of deputies voted against, and Nosik is still listed in the council. He himself does not intend to leave, as he claims that he received citizens via video communication through VPN and worked «no worse than other deputies».
