The budget deficit of the Ulyanovsk region will increase by 920 million rubles to allocate to the Ministry of Social Development of the region for one-time payments to those who sign a contract with the Russian Ministry of Defense to participate in the war with Ukraine, writes «Kommersant-Volga».
In the explanatory note to the bill, it is stated that «the source of covering the deficit is commercial loan funds». As a result, according to the bill, the budget deficit of the Ulyanovsk region for 2025 will amount to 1.456 billion rubles. The bill received positive conclusions, including from the Ministry of Finance of the Russian Federation.
Members of the budget committee of the regional parliament unanimously voted for the bill. The chairman of the budget committee, Maria Shpak, noted in a conversation with «Kommersant-Volga» that «everyone understands: these are not the last changes related to this topic».
The one-time regional payment for signing a contract with the Ministry of Defense in the Ulyanovsk region is 1.5 million rubles. Taking into account federal and municipal payments, the total amount of all one-time support measures amounted to 2.5 million rubles.
The governor of the region, Alexey Russkikh, stated in November last year that the main task, without solving which «everything else will be meaningless», is to ensure the replenishment of contractors to participate in the war with Ukraine, adding that by the end of 2024 the Ulyanovsk region «must ensure the replenishment of another 900 contractors».
According to «Idel.Realities»*, since the beginning of Russia's full-scale invasion of Ukraine, at least 1151 natives of the Ulyanovsk region have died. The count is based on open data, and the real numbers may be significantly higher.
