Since the beginning of 2025, the Russian budget has received about 120 billion rubles from foreign companies selling their assets in the country, reported 'Interfax'. According to the First Deputy Minister of Finance Irina Okladnikova, last year the 'exit fees' brought 300 billion rubles to the budget, the funds went 'into the economy' — to the defense industry and social support.

Revenues from 'exit fees' were discussed in the State Duma in the context of a project that will give the government the right to increase budget expenditures this year by replenishing the reserve fund with funds from unforeseen receipts, which were decided to include payments from foreign companies from 'unfriendly' countries when selling assets in Russia.

In March 2022, a presidential decree introduced a special procedure for transactions with residents of 'unfriendly' countries, which established that permissions for such transactions are issued by the legal commission on foreign investments. When agreeing on 'exit' transactions, a number of conditions are imposed, including payment to the Russian budget. Initially, the payment amount was at least 10% of the transaction amount (or of the market value of the asset if it is sold at a significant discount). In October 2023, the amount increased to 15%, and in October last year it became 35%.
