Director and playwright Ivan Vyrypaev, according to the Ministry of Justice, participated in creating messages and materials for an unlimited audience of 'foreign agents' and 'undesirable' entities, spread 'unreliable information' about the Russian authorities, and opposed the war in Ukraine. Another criterion for inclusion in the register was that he is a co-owner of foreign organizations and resides outside of Russia.

The same claims were made by the agency against former member of the group 'Korol i Shut' Alexander Balunov, adding that he also 'formed a negative image of the Armed Forces of the Russian Federation'.

Writer Mikhail Shishkin 'identified the Russian Federation with a terrorist organization, opposed the special military operation in Ukraine', reported the Ministry of Justice.

An anti-war stance and the dissemination of 'unreliable information' about the actions of the Russian authorities led to the inclusion of artist Slava PTRK (Stanislav Komissarov) in the register.

The unified register of 'foreign agents' has been maintained since December 1, 2022, and includes individuals, registered and unregistered non-profit and non-governmental organizations. The register contains over 950 entries.

'Foreign agents' are required to publish texts and messages with a notification that they are produced by a 'foreign agent'. Fines are imposed for evading the obligations of a 'foreign agent', and repeated violations of the law lead to criminal liability. By the end of 2024, 170 people received two fines under the administrative article for violating the order of activities of a 'foreign agent'.

The State Duma passed a law prohibiting the placement of advertisements with 'foreign agents', and 'foreign agents' themselves are banned from participating in elections. Also, all income of 'foreign agents' in Russia, including the sale and rental of real estate, will be credited to a special ruble account, which can only be accessed after the status of 'foreign agent' is removed.
