KMIS Survey: 50% of Ukrainians believe Ukraine should not give up territories, even if the war continues, 38% allow for concessions

At the same time, in eastern Ukraine, the percentage of people opposing the transfer of territories is about the same as in the whole country

From February 14 to March 4, 2025, the Kyiv International Institute of Sociology (KMIS) conducted a nationwide survey using telephone interviews in all regions of Ukraine controlled by the Ukrainian government. The survey included 2029 respondents.

The sample did not include residents of territories temporarily not controlled by Ukrainian authorities and those who left the country after February 24, 2022.

50% of Ukrainians believe that Ukraine should not give up territories under any circumstances, even if the war continues. In December 2024, 51% of respondents held this opinion.

At the same time, 39% of respondents believe that Ukraine can give up some territories to achieve peace more quickly. In December, the figures were one percentage point lower.

11% of respondents could not decide on an answer.

In terms of regions, people's views are quite similar and differ slightly only in the east, where 42% are categorically against territorial concessions. In other areas, particularly western, central, and southern, 50-51% of respondents gave the same answer. Meanwhile, the share of those generally willing to make certain concessions in eastern Ukraine is only slightly higher than in other regions — 42% compared to 36-40% in other parts of the country.

The overwhelming majority of respondents believe that Russia wants to commit genocide against Ukrainians or destroy the Ukrainian nation and statehood, and the greater the threat Ukrainians feel, the more they oppose any concessions.
