2025.02.24

The bill proposes punishment by imprisonment for up to one year for failure to report sabotage, sanctions for failure to report a terrorist act are already in the law

In Russia, criminal liability may be introduced and people may be imprisoned for failure to report the preparation of sabotage, previously this norm applied only to crimes of a terrorist nature. The relevant bill was recommended for adoption in the first reading by the State Duma Committee on State Building and Legislation, reports TASS.

The document was prepared by a group of deputies led by the chairman of the Duma Committee on Security and Anti-Corruption Vasily Piskarev. The authors of the initiative propose to amend the article "Failure to report a crime", supplementing it with a provision on punishment for failure to report sabotage up to one year of imprisonment.

Currently, the norms of this article provide for punishment of up to one year of imprisonment or a fine of up to 100 thousand rubles for failure to report the preparation of crimes of a terrorist nature.

The need to tighten legislation is explained by the authors of the bill by the fact that against the backdrop of the war in Ukraine, the number of sabotages has increased, including on energy and transport infrastructure facilities. "At the same time, some citizens conceal facts of being inclined towards criminal activity, which negatively affects the timely receipt by authorized bodies of relevant data on planned explosions, arson or other actions undermining the economic security and defense capability of the Russian Federation," is stated in the explanatory note to the bill.
