The Prosecutor General's Office of Russia declared the Damage Register created by the Council of Europe as an 'undesirable organization' due to the aggression of Russia against Ukraine

The agency believes that the Register is aimed at 'violating the territorial integrity of Russia' and 'undermining the economic foundations of the state'

The Damage Register, created in 2023 by the Council of Europe due to the aggression of Russia against Ukraine, was added to the list of 'undesirable' organizations in Russia. As stated on the website of the Prosecutor General's Office, the activities of this organization are aimed at 'violating the territorial integrity of our country, undermining the economic foundations of the state'. Furthermore, the Russian agency claims that 'the headquarters of the accomplices of the Kyiv regime is located in The Hague. There, under the supervision of Western intelligence services, the organization’s participants are actively working to destabilize the socio-political situation in our country'.

The Register is intended for Ukrainian citizens, businesses, municipal and state institutions, who can submit online claims for compensation for damage caused by Russia to their property. This is the first step towards creating an international compensation mechanism for Ukraine. Since 2023, it has received about 13,000 claims in the category of 'damage or destruction of residential real estate', with total losses estimated at 800 million euros.

The list of 'undesirable' organizations has been maintained in Russia since 2015, and currently includes more than 200 entries. Foreign or international organizations can be recognized as 'undesirable' if, in the opinion of the authorities, they pose a 'threat to the foundations of the constitutional order of the Russian Federation, the country's defense capability, or state security'. Such organizations are prohibited from operating within the country.
