In Kamchatka, regional authorities introduced a 50% discount on weapon registration for indigenous peoples and participants in the war in Ukraine. Everything can be processed through the State Services, you just need to attach documents confirming the benefit. The reason for the discount for indigenous peoples is their traditional lifestyle associated with hunting, nothing is said about those returning from the war. «And what do participants of the SVO have to do with it? Is this also their traditional lifestyle? PTSD hasn't been canceled, who knows what might trigger them?» — quotes «NotMoscow»* local public pages.
Previously, the same discount was introduced in the Kostroma region, reported the regional department of the National Guard.
Deputies from «United Russia» proposed issuing permits for certain types of weapons to veterans and participants in the war in Ukraine in a simplified manner. With such an initiative, «aimed at strengthening social protection measures for participants in the special military operation and combat veterans», in November 2023, the deputy chairman of the State Duma committee on security and anti-corruption Anatoly Vyborny spoke. He believes that the military have already undergone training, and they do not need additional courses or experience in handling smoothbore weapons. At the moment, these amendments to the law on weapons have not been adopted.
In June last year, Deputy Minister of Defense Anna Tsivileva stated that doctors diagnose post-traumatic stress disorder (PTSD) in every fifth serviceman returning from the war in Ukraine. «We have such statistics: 20% of those returning require help from medical psychologists and psychiatrists — sometimes even with medication. The remaining 80% work with social psychologists», she told «Vedomosti».
In the fall of last year, «Verstka»* calculated that over 2.5 years since the start of the war, 460 people became victims of those returning from the war in Ukraine. At least 242 people died, and another 227 suffered life-threatening severe injuries.
