The international intelligence community InformNapalm received correspondence from hackers of the Ukrainian group 'Cyber Resistance' of the so-called representation of the head of the Chechen Republic in the Ural Federal District. According to this correspondence, 'representatives' help Chechens evade criminal liability for committed crimes.
Officially, the goal of the representations of one region in all others is 'establishing friendly business relations between the Chechen Republic and the subjects of the Russian Federation'. However, Kadyrov's representatives unofficially 'resolve issues' and 'cover up cases' related to Chechens. They enjoy support at the Moscow level.
In Tyumen, there is a representation of the head of the Chechen Republic in the Ural Federal District. It is headed by Ilyasov Turpal Akhmedovich, appointed to the position by Kadyrov's decree, with a staff of 34 different deputies, advisors, and assistants.
Turpalov's office actively prints and distributes IDs to its countless assistants, according to the leaked correspondence InformNapalm. Such documents allow the holder to violate certain rules without much trouble and be protected from certain types of liability.
The representation often acts as a guarantor in courts against Chechens, petitioning for the removal of charges or mitigation of punishment.
As investigators write, in 2022, a trial began in Kurgan against an employee of correctional colony No. 2 of the Federal Penitentiary Service of the Russian Federation in the Kurgan region, Captain Amaev Khamzat. He is charged with articles on violent sexual acts and abuse of office. The actions attributed to Amaev included 'sodomy with the use of violence or threats of its use against the victim using the victim's helpless state'. Chechen representative Ilyasov initially appealed to the court with a personal petition to take the suspect under his care, and in March 2023, he filed a motion in court insisting on reclassifying the charges to those that would allow Amaev to receive a suspended sentence or be released early from prison. 'It is hard to believe that H.H Amaev could commit a crime related to violence against a person, that is, commit acts of a sexual nature', is stated in the published petition.
Kadyrov's representatives also often act as forceful support in business disputes. The publication cites an example where they intervened in a debt dispute between two residents of Tyumen, threatening the debtor and his family.
