Hackers Breached the Unified State Real Estate Register in Russia

The published portion of the data was verified by analysts who reported that it is current

The Telegram channel Silent Crow, created at the end of December, reported on January 7 about the breach of Rosreestr and the theft of the Unified State Real Estate Register (USRR) database containing 2 billion rows. To confirm their claim, the channel published a small portion of the leak. Rosreestr claims that there was no database leak, however, according to the analysis by «Agency»*, at least part of the data released by the hackers is authentic.   

According to the channel, the Rosreestr database was breached and downloaded, «which contained all personal information on every citizen of the Russian Federation». The hackers also promised that «the next «Christmas gift» is not far off».

Silent Crow also published a text file of 44.7 gigabytes.  Each row contains an internal record ID, the owner's name (full name or legal entity name), date of birth, document details (passport, SNILS), address, sometimes also email and phone number. The document contains almost 82 million rows, as reported by the leak Telegram channel Data1eaks, the data is current as of March 2024.

The Silent Crow channel was created on December 25. The only post — about the breach — was published on January 7. It states that in this way the hackers «congratulated Russians on the beginning of the New Year».

Data on property owners was gradually closed off, as it was through the USRR that investigators found evidence of corruption. To hinder the work of independent media, the authorities first hid information about the real estate of officials, security forces, businessmen, and their relatives. And since March 2023, Rosreestr has closed access to personal data of all property owners in Russia.
