State Duma deputies adopted the federal budget for 2025-2027 in the third and final reading. The project was supported by 335 deputies, 77 abstained. Only the representative of the 'New People' party, Oksana Dmitrieva, voted against, explaining that her colleagues 'did not properly discuss' the impact of the key rate on suppressing economic growth and inflation. She suggested that GDP growth would be lower than planned, and the inflation rate higher.
In 2025, budget revenues will amount to 40.3 trillion rubles, and expenditures to 41.47 trillion rubles.
According to the approved document, for 2025, expenditures under the 'National Defense' item are planned at a record 13.5 trillion rubles (6.31% of GDP), in 2026 they are forecasted at 12.8 trillion rubles, and in 2027 at 13.1 trillion rubles. This year, 10.8 trillion rubles were allocated for these purposes, and in 2023, 6.4 trillion rubles. Taking into account the 'National Security' item, the Russian government's spending on war and law enforcement next year will exceed spending on education, healthcare, social policy, and the national economy combined.
At the same time, social policy expenditures include payments to participants in the war in Ukraine and their families, with 21.3 trillion rubles provided for three years.
For 'achieving technological leadership' in 2025-2027, 6.1 trillion rubles are allocated, and 40 trillion rubles for the implementation of national projects. Subsidies to 63 regions will amount to 1.1 trillion rubles annually.
GDP growth is planned at 2.5% in 2025, 2.6% in 2026, and 2.8% in 2027. The forecasted inflation is 4-4.5%.
