The author of the Telegram channel «Inside Out Perfumes», Muscovite Kirill Khaykin, submitted an application to be included in the blogger registry and just six hours later received a summons to the military enlistment office with a demand to attend the draft board.

«Don't worry about me, I graduated from a military department», — he wrote on his channel, noting that the incident might be a coincidence.

In Russia, starting November 1, bloggers with an audience of more than 10,000 subscribers are required to independently submit their data to Roskomnadzor. This can be done through the government services portal, the RKN website, or a special chatbot on social networks. The application must include the blog's name, link to it, phone number, and email attached to the page, as well as the contact number of the blog's administrator. The RKN list includes 13 social networks. However, it does not include Instagram*, Facebook* and the social network X (formerly Twitter).

The Ministry of Digital Development stated that starting in 2025, unregistered channels will not be allowed to publish advertisements or collect donations. Accordingly, all social network users will be prohibited from posting on unverified pages.

Kirill Khaykin runs a channel about perfumes with 35,000 subscribers.
