The son of the Speaker of the Federation Council, Valentina Matvienko, Sergey resides in a villa in the city of Pesaro on the Adriatic Sea coast, according to an investigation by the Italian newspaper Linkiesta.

The villa in Pesaro was purchased in 2009 by Valentina Matvienko, who is currently under sanctions from the EU, USA, Canada, and Switzerland. In the spring of 2022, the FBK* valued the villa in Pesaro at one billion rubles.

Later, the property was transferred to the Italian fund Dominanta, which, as the publication states, «has no specific operational functions and is used solely for owning and managing property».

The villa is inhabited by the son of the Speaker of the Federation Council, Sergey Matvienko, who has a taxpayer number, but he does not conduct any activities in this country. All this is necessary to maintain resident status and access to local banks.

According to investigators, a whole legal and consular apparatus has been created around Sergey Matvienko, who is under sanctions from the USA, Japan, and Canada, which helped him build a formally legal but non-transparent system for preserving assets. Meanwhile, he transferred most of his assets to San Marino, which became Matvienko's «new repository» of capital due to the closed nature of the banking system and slow legislative updates.

Despite the sanctions, the Speaker of the Federation Council flew to a conference in Geneva at the end of July and delivered a speech about the «crimes of the Kyiv regime».
